Track Record of Successful Financial Results

All of Turner Consulting’s self-funded clients are fully funded for claims, expenses, IBNR reserves, and claim fluctuation margin. We helped our clients attain this status through responsible actuarial risk management, rating, and reserve setting practices. All fully insured clients’ rates are set at fair and reasonable levels based on claim experience and technical indicators rather than insurance company norms.

Communication Skills

Unlike many actuaries, our strength is verbally communicating complex topics to people who don’t work with numbers and/or insurance concepts every day. Managing Partner

David Turner, FSA – Account Manager, Consultant, Actuary

David Turner’s experience includes over 25 years of helping employers achieve benefit program objectives. Mr. Turner is a Fellow of the Society of Actuaries (FSA). He is the owner of Turner Consulting and Actuarial LLC, which has been in business since 1995.

Prior to forming Turner Consulting, David held positions as a managing consultant and actuary for Hewitt Associates, KPMG Peat Marwick, and Aetna Health Plans in the San Francisco Bay Area. He has worked with many of the largest public and private companies on the West Coast. David’s experience ranges from high-level strategic planning and benefit program design, to detailed actuarial analysis, underwriting, flexible benefit pricing, and multiple-year cost projection.

As a Fellow of the Society of Actuaries (FSA), Mr. Turner has completed both the mathematical portion of the actuarial training required to be an Associate, as well as the business systems and economic principles courses required to be designated a Fellow (many actuaries only train to the Associate level since it is the minimum necessary to practice). He has been a healthcare actuary for his entire career, focusing exclusively on health and welfare benefit issues.

David has been a guest lecturer/speaker to the University of California, Northern California Employee Benefits Council, San Francisco Actuarial Club, California Emergency Physicians partnership, and other organizations. He has drafted articles and been quoted regularly on flexible benefits and other topics in industry publications.

Mr. Turner attended the University of Notre Dame, B.S. 1986 and earned his designation as a Fellow of the Society of Actuaries (FSA) in 1993.
